Active Homeland Security Grants

Refer to the Grants page for more information on the SHSGP funding cycle.  The next application period, for the FY 2023 SHSGP grant, will be announced in June 2023.  The application window is typically 3-4 weeks.

The below application materials will remain posted throughout the year for reference purposes.  While the application changes slightly from year to year, the format and process remains largely the same.  Applicants wishing to familiarize themselves with the materials or get a "head start" on preparing a FY 2023 SHSGP application process are encouraged to review the following materials.

  • Authorized Equipment List (AEL) - SHSGP Eligible Items
    Only equipment appearing on the Authorized Equipment List (AEL) is eligible for purchase with FEMA/DHS grant funds.  Eligibility for specific grant programs is also listed for each item.  Use the link above to download a filtered AEL spreadsheet or go to the online DHS Authorized Equipment List.
  • Environmental & Historical Preservation Screening Memo
    The Environmental & Historical Preservation (EHP) Screening Memo and EHP Review Process are required for certain equipment items, including any item requiring fixed installation, ground disturbance, or structure modification, all field-based training and exercise activities, all base radio / repeater projects, some HazMat equipment, and others.  Depending on the scope and complexity of the project, EHPs may be approved in a matter of days, or may take up to a year to complete. Please check the Authorized Equipment List (AEL) to determine if your equipment might require an EHP Review. Please note that Cal OES has informed us that EHP reviews will require up to 9 months for approval from FEMA.
  • Exercises
    All exercises conducted with SHSGP funds must be HSEEP compliant.  EHP Reviews must be completed for any Operations-Based exercises (does not apply to Discussion-Based).

    All approved training courses can be found at www.firstrespondertraining.gov. Any training requests for unapproved courses will require an additional approval and review process and may not be eligible.  Submit course descriptions with your application for any unapproved course.
