  1. Use the dropdown menu in the first column to designate a Project
    • You may choose to group like projects under one designation. This grouping must conform through the Solution Area Sub-Category column
  2. Provide an equipment description, and quantity
  3. Provide a valid Authorized Equipment List (AEL) number; equipment may be referenced through FEMA's Authorized Equipment List website (only one AEL per worksheet line)
  4. Indicate the AEL number's Title, per FEMA's Authorized Equipment List website (only one AEL per worksheet line)
  5. SAFECOM Consult
    • If your proposal involves an Interoperable Communications project, please consult the SAFECOM Guidance, and then select "Yes" from the dropdown menu
    • If your project does not involve Interoperable Communications, select "Not Applicable" from the dropdown menu
  6. CalSCIP Goal
    • If your proposal involves an Interoperable Communications project, please choose an appropriate goal (the most common goal should be Technology 3 for the purchase of radio equipment)
    • If your project does not involve Interoperable Communications, select "Not Applicable" from the dropdown menu
  7. Select the project's discipline from the dropdown list (note: a legend is provided by mouse-over on the column's header)
  8. Select the equipment's Solution Area Sub-Category from the dropdown list
  9. Indicate whether the equipment is deployable, shareable, or both
    • EHP Trigger
      • If your proposed equipment's AEL number indicates a need for an Environmental and Historic Preservation (EHP) review, indicate "Yes", and complete an EHP Screening Form
      • If your proposed equipment needs to be installed (i.e. bolted to a structure), indicate "Yes", and complete an EHP Screening Form. Please note that Cal OES has informed us that EHP reviews will require up to 9 months for approval from FEMA
      • If your proposed equipment's AEL number indicates a need for an EHP review, but the item is "plug and play", indicate "No", and add "Plug and play" into the project's Equipment Description & Quantity field
    • Indicate the equipment item's vendor, which will correspond to the quote that will be provided
    • Equipment funded by the Homeland Security Grant Program must support typed NIMS resources, per the State Supplemental Guidance. To determine which typed NIMS resource your proposed equipment supports, please reference Resource Typing Library Tool, and search for your resource.
      • Indicate resource name (e.g. "Strike Team, Engine (Fire)")
      • Indicate resource type (e.g. "Type 2")
    • If your procurement policy requires your project to be undergo competitive bidding, and there is only one bidder, or if there is only one vendor for the desired item, select "Yes". Otherwise, select "No".
    • Procurement Over $250,000
      • If your project is over $250,000 (all inclusive), select "Yes" from the dropdown menu. The State will seek proof that the project was properly procured through a national competitive bidding process, and the Request for Noncompetitive Procurement Authorization will need to be submitted, reviewed, and approved prior to initiating work on any such project
      • If your project is under $250,000 (all inclusive), select "No"
    • If your project requires a competitive bidding process as stipulated by your governing purchasing policies, indicate "Yes"; otherwise, indicate "No"
      • If your project cost requires a bid process, as stipulated by your governing purchasing polices, but do not meet the State's Sole Source Authorization threshold of $250,000, you must still submit the Request for Proposal (RFP) or Request for Bid (RFB) documentation
    • Provide the "Estimated Cost" of your equipment proposal - in whole dollars only - which should correspond to the provided quotes. You may include:
      • Other fees, shipping costs, taxes
      • Accessories
      • Maintenance and warranty plan beyond the Performance Period (but may not include routine maintenance)
      • Lodging, should your equipment proposal requires travel. Please refer to the General Services Administration page for instructions
    • Provide Project Overview
    • Roll up proposed projects into the Cover Sheet
